Beggars in PI, Do you think this are Family business or run by Syndicate? How could it be?

These beggars are not just homeless but has mental illness as well, the greasy girl was pissing while she was walking, the other teen girl was scrapping on the rubbish bin for food %26amp; talking to herself. Do you think they need help from government community services or support from local humanitarian organizations? Beggars in PI, Do you think this are Family business or run by Syndicate? How could it be?
Some may be run by syndicates especially the little children-beggars but most of them are just homeless. While they really need to be helped by the government (even the NGOs) and the government recognizes them, there's just too many (more than you think) of them that all of the government's resources (even if there's no corruption) won't be enough if allocated solely to helping them.
Many come from the provinces with no skills and little intention of working.

Many children are sent out by parents that have no other income.

Many are homeless and untrained in human relations.

The real question is what are you doing to help.

There are charitable organizations feeding these kids but there just isn't enough money.

The world seems to have forgotten the Philippine poor in favor of the African poor.

I do not just give money to beggars. They have to earn it so if nothing else, they can sing or dance and then I give them.. the point is that if they do some work and earn the money, it becomes more valuable to them and they will take some pride in themselves.

For most beggars, syndicate definitely!



Outside the big cities, the Filipinos are just as poor and you practically never see a beggar.



In Cebu City, there are several different gangs of beggars. The beggars receive a percentage of what they are given.



If people stopped giving to the gangs, the problem would mostly disappear.



The Cebu City government has recognised that the people giving money is perpetuating the problem so has made it illegal to give to beggars. You can read more about that in this copy of a clipping from a newspaper article:

If you want to help, do not give money, give food. However, do not be surprised if the "beggar" throws the food on the ground.

Both. By charity one shouldn't expect anything in return or ask for recognition. Who cares then? However the money is going to the poor, it would reach them somehow.
